Oil falls below $84 amid waning EU euphoria

SINGAPORE (AP) ? Oil fell below $84 a barrel Monday in Asia amid waning euphoria over the latest EU plans to tackle the continent's debt and economic woes. Signs of a slowing Chinese economy also dragged crude down.

Benchmark oil for August delivery was down $1.17 at $83.79 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. In London, Brent crude for August delivery was down $1.64 at $96.16 per barrel on the ICE Futures exchange.

Crude soared $7.27 to close at $84.96 in New York on Friday after the leaders of the 27 European Union countries said that they would seek to centralize regulation of European banks and, if necessary, bail them out directly, instead of funneling loans through governments that already have too much debt.

The EU said it also plans to ease borrowing costs for Italy and Spain, the third- and fourth-largest of the 17 economies that use the euro, stop mandating painful budget cuts to every country in need of emergency financial aid and tie their budgets, currency and governments more tightly.

Some analysts were skeptical that the EU's proposals will reverse a deteriorating debt and economic crisis. Investors will be closely watching as EU finance ministers hash out the details of these plans over the next two weeks.

"We've been burned before," energy trader and consultant The Schork Group said in a report. "Wasn't Greece supposed to be stabilized in 2009, 2010, 2011?"

Evidence of a weakening Chinese economy also weighed on oil. Chinese industrial production fell to a seven-month low, according to HSBC's purchasing managers' index

In other energy trading, heating oil was down 3.3 cents at $2.68 per gallon while gasoline futures fell 2.9 cents at $2.60 per gallon. Natural gas slid 2 cents at $2.80 per 1,000 cubic feet.

How Facebook makes creepy behavior normal

This weekend I saw a man diligently snapping photos of hidden security cameras, tucked high above the entrance to a Manhattan building. I never would have noticed the cameras had it not been for the man and his oversized camera, but there they were, watching me as I passed by. Maybe he was a member of the New York Civil Liberties Union's ongoing Surveillance Camera Project, or maybe someone from the NYPD's Lower Manhattan Security Initiative. I don't know what he was doing, but it was a clear reminder that (at least in big cities) there's always a good chance I'm being watched.?

Surveillance can stir up feelings of intrusion or deception; in other contexts, safety and security. On social networks, however ? Facebook in particular ? we get to be both the watcher and the watched, changing the type of Big Brother relationship typically associated with such activities. Researchers have coined this "social surveillance," in which we simultaneously stalk and let stalk. It's changing the power dynamics and hierarchy of conventional surveillance, and introducing an element of reciprocity. Social surveillance is normalizing what was once considered creepy.

"I found that there was always a sort of mixed approach to social surveillance, compounded by the fact that when people talk about creeping or stalking, they identify with both roles," said researcher Daniel Trottier, whose upcoming paper analyzes this dynamic on Facebook.?

We know we're being watched ? but instead of making us more averse to sites like Facebook, social surveillance has made us feel okay with creeping too. As Microsoft researcher Alice Marwick wrote in a new paper, "[P]ractices framed variously as stalking, watching, creeping, gazing or looking are characteristic of social media use, but this social surveillance creates panoptic-type effects."

In a pantopticon prison scenario, the guards can view prisoners at all times, but the prisoners don't know when they're being watched. In turn, the prisoners internalize the very idea of being watched. The same is true on Facebook, says Trottier, except that the relationship becomes even more complicated as users try to internalize the idea of being watched by friends, parents, employers and exes all at the same time.?
This causes us to make very calculated, tailored acts of self-presentation on Facebook, the result of a high awareness of being watched. Although no true panopticon prison exists, Facebook might be the closest thing we have (okay, you're not imprisoned, but they do make it pretty hard to leave.)

Social surveillance also does a good job of masking conventional surveillance, and people often forget that their friends aren't the only ones watching. Trottier's research found that people are more aware of how an ex is watching them, and to a lesser extent a potential employer, but when it comes to things like advertising agencies or law enforcement they either don?t know or don?t care.?

People don?t always think about it in terms of surveillance, but if you take a textbook definition of surveillance it describes about 85 percent of what people do on Facebook," he said.?

Like the man taking pictures of the security cameras, these researchers are trying to understand when we're okay with creeping. Surveillance, when it's social, somehow makes it less invasive ? even though our social networks probably gather far more private information than most traditional surveillance methods ever could.

Roadside bomb kills 5 Afghan civilians

KABUL, Afghanistan (AP) ? Police say a roadside bomb has killed five Afghan civilians in an eastern province.

Deputy provincial police chief Maj. Mohammad Hussain says a bus full of people struck the explosives Sunday morning while driving near Ghazni city, capital of the province of the same name. He says another 11 people were wounded, and the dead include women and children. The bus was traveling from Kabul to the southern city of Kandahar.

NATO says 3 service members killed

KABUL, Afghanistan (AP) ? A man in an Afghan police uniform on Sunday shot and killed three foreign troops in southern Afghanistan, the U.S.-led coalition said in a statement.

It did not any other details, including the nationalities of the three. The statement said the man was wearing the uniform of an Afghan National Civil Order Police and that the incident was under investigation.

Their deaths bring to 215 the number of foreign troops killed so far this year.

Earlier, Afghan police said a roadside bomb killed five Afghan civilians in the eastern province of Ghazni.

WASHINGTON (AP) ? President Barack Obama praised the coordinated response to Colorado's wildfires and said trying times bring Americans together.

Obama was in the state Friday for a firsthand look at the damage after he declared the situation a major disaster and promised federal aid. More than 30,000 people have been evacuated in what is now the most destructive wildfire in state history.

"One of the things that happens here in America is when we see our fellow citizens in trouble and having difficulty, we come together as one American family, as one community," Obama said Saturday in his weekly radio and Internet address.

The federal government has provided firefighters, fire engines, and aircraft, including 19 air tankers to assist in fighting the fires in Colorado and other Western states.

Obama's focus on the Colorado fires came at the end of an eventful week at the White House capped by Thursday's Supreme Court decision upholding Obama's health care law and congressional passage of two Obama priorities ? a highway construction bill and an extension of lower student loan rates.

Obama acknowledged that choosing the fires as the topic of his weekend address was unusual, but said it was an opportunity to focus on the problem facing the people of Colorado.

Obama emphasized the role the federal government was playing in addressing the disaster, a lesson learned from the Bush administration's widely criticized response to Hurricane Katrina in 2005.

"We're going to continue to make sure that the Federal Emergency Management Agency, the Forest Service, our military and National Guard and all the resources that we have available at the federal level are brought to bear in fighting this fire," he said.

Obama's attention to Colorado takes on added significance coming less than five months before the Nov. 6 presidential election. Colorado is an important state in Obama's contest with Republican challenger Mitt Romney.

In the Republican address, Sen. John Barrasso of Wyoming took aim at Obama's health care law, arguing that it has not lived up to billing and vowing that Republicans would work to repeal it.

"Each broken promise proves that the Supreme Court's ruling did absolutely nothing to improve the president's failed health care law," he said. "It remains unworkable, unaffordable, and very unpopular."

Barrasso, an orthopedic surgeon, said Obama's signature piece of legislation will not lower the cost of health care.

He cited Chief Justice John Roberts' majority opinion that said the law's requirement to purchase insurance and the penalty it imposed on those who did not was constitutional because it is based on Congress' power to impose a tax.
