Bachmann delivers evangelical message at Liberty U (AP)

LYNCHBURG, Va. ? Republican presidential candidate Michele Bachmann on Wednesday told Christian students at Liberty University in Virginia "don't settle" for easy personal and political choices in life.

During a half-hour address to some 10,000 students at Liberty's weekly campus-wide convocation, she briefly tied a message mostly about personal values and responsibility to an appeal to reject President Barack Obama's agenda, including his health care reforms.

She made no mention of her GOP primary rivals in a talk laced with Scripture that took on the tone of a sermon.

Badly trailing front-runners Rick Perry and Mitt Romney and struggling in national polls, Bachmann sought a breakout moment with her base of support ? Christian conservatives.

Liberty's chancellor, Jerry Falwell Jr., said Bachmann won a recent student straw poll over the GOP field, largely because of her evangelical roots.

Bachmann evoked a few standing ovations and an occasional amen in speaking of her conversion to Christianity and how she would set her alarm for 5 a.m. as a teen so she could wake and read the Bible.

"Even though I hadn't been a drinker, even though I never did drugs ... even though I hadn't been chasing around, it didn't matter. I was a sinner," she said. "I radically abandoned myself to Jesus Christ."

She called abortion "the watershed issue of our time," noting that she had five children of her own and that she and her husband, Marcus, who joined her onstage, had taken in 23 foster children. She used it to pivot into a broadside against Obama's health care reforms.

"Obamacare is the first time in the history of our nation that we have taxpayer-subsidized abortions," she said. "When it comes to Obamacare ? and I have been involved in this fight for some time now ? I will tell you, unless we repeal (it) in 2012, we will have socialized medicine for the United States' future."

And the applause lines kept coming.

The leader of the House's Tea Party Caucus said conservatives have to stand against federal takeovers of U.S. industries, including the automotive, banking and insurance industries the government bailed out during the recession.

"And we can't settle when it comes to America standing up for our greatest ally in the world, Israel," Bachmann said.

The "don't settle" theme has become the dominant message of Bachmann's campaign in recent days. She hit it hard in appearances in Iowa on Monday.

Bachmann spent part of Wednesday campaigning in South Carolina. In a radio interview in Greenville, she criticized Perry's financial dealings, comparing the Texas governor's use of a state economic development fund to Obama's support for a now-defunct California solar energy company that received a $528 million loan from the president's stimulus program.

"Gov. Perry set up a fund in Texas and he gave $35 million and a grant to a private company and there were donors in that private company. And that company said they'd create 5,000 jobs. They didn't create any jobs," she said.

A similar charge was made by Perry's Democratic opponent during last year's race for governor. Perry campaign spokesman Mark Miner dismissed Bachmann's criticism and said, "She's just throwing garbage at the wall to see if it will stick."

Miner said the Texas Enterprise Fund is a national model that's created 59,000 jobs and investments worth $4.7 billion with taxpayers putting up $439 million. If companies don't deliver promised jobs, they pay the state back with interest.

"It's completely off base," Miner said of Bachmann's charge. "This is a proven job-creation tool."

Simone had to rely on her talent to get to the next round.

His acrobatic stage act drew on the gymnastics of James Brown in his prime, the lurid acrobatics of Prince circa "Erotic City," and the hair-whipping shimmy of Terence Trent D'Arby. "Girls are, like, way easy to get," said Siameze, whose plan for superstardom also involves launching an energy drink. Perhaps he will team up with Pepsi?product placements for which are amusingly ubiquitous here. We even see some people drinking it with their morning eggs. How ridiculous. Diet Coke is the breakfast cola of choice among everyone who's anyone. (But if you simply must drink Pepsi at an early hour, know that it pairs best, in my experience, with Boston cream pie.)

People like to talk about how reality TV attracts exhibitionists. This was literalized last night when a pervert at the Seattle audition dropped his pants, inspiring Paula Abdul to discreetly vomit. If we set him aside, the most memorable rejectees were the geriatric husband-and-wife team of Dan and Venita. They warbled off key through "Unchained Melody," wore clothes too transfixingly tacky to rate as vintage, and were mildly lobotomized in manner. If this were a tryout for a dinner-theater adaptation of a David Lynch film, they would have definitely gotten a callback.

I have taken part in many business turnarounds in my career, and time and again I have noticed the same problems: ineffective management, poorly defined culture, a weak team, lack of vision and the absence of a strategic plan. To turn around a struggling business, use the following steps. They apply to most departments within a company.

1. Assessing the Situation
First determine how the company arrived at its current state, whether it be bankruptcy or a minor crisis. When businesses fail, it is most often due to ineffective management. The people who created the problem in the first place will not know how to fix it, therefore providing them greater resources is a mistake: it wastes money and degrades employee morale. Also, failing businesses most often do not have good metrics to guide the business. Management should be able to clearly describe how the metrics it uses will predict future results.

Providing that the company?s products or services are competitive, the issues affecting the performance of a sales team can range from an ineffective sales process to low morale. I have never seen a ?bad? sales team, but I have seen plenty of lousy processes and low morale. Gain insight by getting close to the company?s sales force, sales processes and customers to determine why sales are not progressing to plan.

2. Defining a Winning Culture
Companies in need of a turnaround usually have ill-defined culture. Test this by asking salespeople to describe the company culture as they perceive it. In failing businesses, employees will not be forthcoming, and answers will vary from person to person. Especially when a company is charting rough waters, it is imperative that the sales team embrace a unified culture, one that will define success.

Core values define corporate culture, and companies without them tend to wander and underperform. ?Core values are like the Ten Commandments. They are simple action statements that describe the principles the company believes in, not fuzzy declarations that can be interpreted at the whim of management. They should be published and posted throughout the company, and employees should know that disciplinary action will follow their violation.

?Tell the bad news first, not last? was a core value we used at one company. If we were not able to make a customer delivery on time or if we expected to miss our sales forecast, we were expected to give fair warning to the customer or the CEO respectively. This core value became a cornerstone of this company?s customer service. Another core value was: ?Do the right thing for shareholders, customers and employees, and don?t take a position that favors one over another.?

3. Managing People
People are the most important component of any organization. When companies fail, it is almost always due to ineffective management. In a business turnaround, it is important to identify who stays and who goes. Powerful managers surround themselves with high performers.

Over the long term, who you hire is more important than who you fire. Look for a track record of success. Then assure them they can trust management?s word, that management has their best interests at heart and that management is committed to distinction in all that they do. High performers want to be on a winning team and if they think management can?t accomplish this, they will look for employment elsewhere.

4. Creating a New Vision of the Future
When companies fail, employee morale and confidence is degraded, and many high performers will look for employment elsewhere. Most employees in these situations want their company to prosper, but they don?t know how to accomplish it. In these situations, it is imperative that a new vision for the company be formulated and effectively communicated to all employees.

When the new vision is communicated, expect employees to fall into three categories: those who embrace it with enthusiasm, those who sit on the fence to wait and see how things go and those who do not buy in but instead resist the change and are open and verbal in their opposition. The sooner management resolves these last two groups, the better. The fence-sitters and the resisters must quickly reverse their positions and enthusiastically support the new vision?or find employment elsewhere. The sooner management converts these groups, the better. Powerful companies embrace a vivid vision of the future and employ sales representatives who are confident in their management and in their employment with the company.

5. Developing a Strategic Plan
Once a turnaround-management team has defined the core values, culture and vision of the future, effective strategic planning can begin. The strategic planning process should include the top management members who will be charged with implementing the plan. The planning sessions should not be held in secrecy, because when workers find out, they will become suspicious as to why the meeting was held. No one likes secret meetings that may define his or her future, and salespeople are especially sensitive to this. After the plan is finished, inform employees promptly as to the outcome and how the plan affects their future. Powerful companies have solid strategic plans, and they effectively gain employee buy-in.

Pulling off a business turnaround takes an intimate understanding of a business, including its customers, products, sales process and employees. Powerful leaders and managers will clearly communicate the culture and vision to gain strong employee support. Since the turnaround process should be completed in a short time period, management should apply all the tools available, including third-party consultation.

With the proper tools and an understanding of these five steps, companies will be on the road to success.

Romney questions Perry's stance on Social Security (AP)

MIAMI ? Republican presidential candidate Mitt Romney on Wednesday questioned how Rick Perry would fix Social Security as the focus of the GOP presidential race turns to senior citizen-rich Florida this week.

In a likely preview of a Thursday debate in Orlando, Romney took issue with Perry's contention in a recently published book that each of the 50 states would better handle the huge federal program.

"In my opinion, this does not work in any way, shape or form," Romney, the former Massachusetts governor, said at a town hall meeting attended by about 75 people." Romney also asserted that Perry called Social Security "unconstitutional" and added: "I believe it is constitutional. I think that's proven and settled."

While Perry indeed roundly criticized Social Security in his book, he didn't use the word unconstitutional. Rather, Perry branded the program the "best example" of the "fraud" and "bad disease" spread by Washington in Franklin Roosevelt's New Deal. Perry furthermore criticized the Supreme Court of that era for "abdicating its role as the protector of constitutional federalism."

Romney's criticism marks the start of an important three-day stretch for the GOP presidential field in the perennial battleground state of Florida. There's Thursday's debate, with events sponsored by the social conservative group Faith and Freedom Coalition stretching into Friday and a nonbinding test vote of party faithful on Saturday.

Perry, the Texas governor and current GOP front-runner in recent national polls, was also in Florida on Wednesday at a pair of private fundraisers, one in Fort Lauderdale and one in Palm Beach County.

While Perry made clear in his book what he thinks about Social Security, he hasn't provided specifics about what he would do if elected president to the program that millions of senior citizens depend on.

When asked in a recent interview with Time magazine how he would change Social Security, Perry said many ideas should be on the table. "The idea that we're going to write a Social Security reform plan today is a bit of a stretch from my perspective," he said.

Romney pressed that issue at his event early Wednesday.

Two large screens displayed questions about Perry's position on Social Security, such as what would happen if some states chose not to have any such system, and whether people would have to switch plans if they moved from state to state.

"There are a lot of questions I'd like to have answered to understand the nature of that plan," Romney said.

Perry spokesman Ray Sullivan accused Romney of "sounding like a Democrat, distorting the truth and trying to scare senior citizens."

"Gov. Perry has been clear that he will protect benefits for those at and nearing retirement and work with citizens, experts and elected leaders to fix Social Security financing for future generations," Sullivan said in an e-mail statement.

Romney said he, too, would propose financial fixes for Social Security, most likely a slight increase in the retirement age for younger workers and a decrease in the plan's growth rate for higher-income retirees.

"It can't keep going forever the way it is," Romney said.

Obama 25 minutes late for UN luncheon (AP)

UNITED NATIONS ? President Barack Obama was more than a little envious when he got up to toast U.N. Secretary-General Ban Ki-moon and the United Nations Wednesday.

The secretary-general, who spoke first at the annual luncheon he hosted for world leaders, thanked leaders from the 193 U.N. member states for re-electing him to a second five-year term in June.

"This is my fifth lunch with the distinguished leaders of the world, and I am very grateful for your strong support," Ban said. "I am very glad that it is not my last lunch, and we will have five more lunches in the coming five years."

Obama, who faces a tough campaign for re-election in November 2012, welcomed Ban's re-election and praised his "extraordinary leadership."

"A lot of us are envious of him because in running for a second term, he ran unopposed ? and he won unanimously," Obama said, as the presidents, prime ministers and monarch burst into laughter.

"I'm still trying to learn what his trick is," the president said to more laughter.

Last year, the luncheon toasts were delayed because Obama arrived 40 minutes late. The secretary-general and the VIPs were eating their first course when he showed up.

This year, Obama did better, arriving just 25 minutes late.

Obama was seated between Ban and Sierra Leone President Ernest Bai Koroma, whose 2007 election was seen as a test of the West African country's emergence from the chaos of a decade-long war. He too faces a contested election next year.

Obama had a chance to chat with Koroma and other leaders at the head table as they savored a lunch of roast lamb with goat cheese and peppers, followed by a creme brulee dessert with red fruits, and washed down with wines ? a French white and a California red.

The rulers of Bahrain and Qatar were seated there as was King Abdullah II of Jordan, the presidents of Georgia, Peru and Niger, President Lee Myung from Ban's native South Korea, and Salva Kiir, the president of newly independent South Sudan. That country became a U.N. member state in July.

In his toast, the secretary-general thanked "the United States and its generous people for hosting the United Nations the last 66 years."

And Ban offered a special thank you to New Yorkers.

"In the last month, they have faced an earthquake, then a hurricane and now a perfect storm of the world's leaders, creating a lot of traffic jams," he said. "We are very grateful for their presence."

Islamic party protests turn violent across Bangladesh (Reuters)

DHAKA (Reuters) ? Street marches by members of Bangladesh's biggest Islamic party seeking the release of its leaders from jail turned violent across the country on Monday, with at least 70 people wounded in clashes, witnesses said.

Activists belonging to the Jamaat-e-Islami party, many carrying sticks and throwing rocks, fought running battles with steel-helmeted riot police in Dhaka and set at least 30 vehicles on fire.

Twenty people were wounded and police detained nearly 25, the witnesses said.

"The violence has spread through a large part of the city, with smoke from the burning vehicles filling the sky," a witness said.

There were similar clashes in Chittagong, Comilla and other cities in which 50 people including police were injured.

Police said Jamaat called the marches to demand the release of the party's top leaders who have been held in prison for months, facing charges of acts of genocide during Bangladesh's 1971 war of independence against Pakistan.

Jamaat, a political ally of the main opposition Bangladesh Nationalist Party (BNP) led by former prime minister Begum Khaleda Zia, has vowed to free their leaders and support BNP's campaign to oust the government of Prime Minister Sheikh Hasina from power.

The government has rejected BNP's demand for early elections, saying there will be no vote before Hasina completes her five-year term at the end of 2013.

(AP) ? The World War II-era plane that plummeted into an air-race crowd like a missile bore little resemblance to its original self. It was rebuilt for speed, if not for stability.

The 65-year-old "Galloping Ghost" underwent years of massive overhauls that took a full 10 feet off its wingspan. The ailerons ? the back edges of the main wings used to control balance ? were cut from about 60 inches to 32.

Pilot Jimmy Leeward had said the changes made the P-51 Mustang faster and more maneuverable, but in the months before Friday's crash even he wasn't certain exactly how it would perform.

"I know it'll do the speed," he said in a podcast uploaded to YouTube in June. "The systems aren't proven yet. We think they're going to be OK."

Investigators don't yet know what caused the plane to pitch sharply into the crowd at the National Championship Air Races in Reno, killing nine people, including Leeward, and injuring dozens. They have focused on the "elevator trim tab" ? a piece of the tail that helps the aircraft maintain lift and appeared to break off before the crash.

In the highly competitive, bravado-filled world of air racing, pilots go for broke on the ground and in the sky, hitting speeds of 500 mph. Leeward is the 20th pilot to die at the air races since they began 47 years ago, but Friday's crash was the first in which spectators were killed.

"Pilots are a special breed of confident, intelligent, driven perfectionists," said Ken Quick, a commercial airline pilot and a crew member for one of the teams that raced Friday. "They know what they do is dangerous and demanding, and they eagerly embrace both."

Leeward's own website alludes to the dangers ? and bragging rights.

"These guys are always on the edge knowing one wrong move, in one split second, could mean the end," the Leeward Air Ranch Racing Team website says. "NASCAR at 200 mph? Indy at 230 mph? Top Fuel at 300 mph? Mere Childs play. Welcome to the Big League."

Leeward had said the plane underwent several years of modifications before Friday's race, including lopping five feet off each wing, but he hadn't revealed many of the specifics. In the podcast, he called some of the changes "extremely radical," compared some to systems on the space shuttle and explained that he had increased the plane's speed capabilities to be more like those of a modern fighter jet.

"To control the airplane in the wind, and in different circumstances if anything happens, you need those types of speeds. You need jet speeds," he said.

Leeward was rounding a bend at dizzying speeds Friday when his plane took an oddly upward pitch, narrowly missing the packed grandstand. It then twirled just a few hundred feet off the ground and nose-dived into a section of VIP box seats, blasting out a 3-foot-deep, 8-foot-wide crater in a hail of metal, chairs and body parts.

Noah Joraanstad was blown off his feet as he tried to run away. Shrapnel hit his back, and he was covered in aviation fuel that burned his skin as spectators tried to wash it off.

From his bed Sunday at Northern Nevada Medical Center, where nine stitches were put in his head, Joraanstad said that when he looked back at the wreck, the plane was just gone.

"The biggest pieces I could see, it looked like just someone sprinkled Legos in every direction," said the 25-year-old, a commercial pilot from Alaska.

Officials said 69 people were treated at hospitals, including 36 who have been released. Nine remained in critical condition Sunday. Only two of the spectators killed had been identified by Sunday afternoon: Michael Wogan, 22, of Scottsdale, Ariz., and Greg Morcom of Washington state.

Memory cards that may have come from the plane were found at the scene. The Galloping Ghost had a camera that faced outward, and the NTSB said the cards will be analyzed to see if there is any video.

FAA spokesman Ian Gregor said officials thoroughly vet all aircraft modifications before the planes are allowed to race. Reno Air Race Association technical experts also examine them to ensure they are air-worthy.

National Transportation Safety Board spokesman Terry Williams said his agency would look into the oversight of modifications to Leeward's plane as part of its investigation.

"We're not saying they did something right or wrong in this accident," Williams said. "We look at all angles in every accident investigation we do."

Pilot Ray Sherwood of Placerville, Calif., who raced at Reno from 1986 to 2005, said he's convinced that the crash was caused by modifications leading the trim tab to snap off. He said the same problem caused a modified P-51 Mustang to plunge into a neighborhood during the races in 1999, killing veteran pilot Gary Levitz.

Aircraft experts said losing the part could have forced Leeward to yank the plane up too fast, possibly overcorrecting and stalling, meaning the engines would be running but air breaks up over the wings, causing it to lose lift. He probably would have been able to pull out of it safely if he hadn't been at low altitude, they said.

"Assuming the aircraft had no other problems, and assuming the pilot had no problems, if he had enough altitude, you can easily get out of that no big deal ... Matter of fact, the P-51 was designed for that," said Ken Liano, a structural engineer and aircraft consultant. "But that's one of the problems with low-altitude flying: There's no time to correct."

Pilots modify their old P-51s to compete, but the alterations put additional stress on the aircraft, Sherwood said.

"If they are going to go as fast as they can, they have to modify the plane," he said.

Pilots were competing for a total of about $1 million in prize money, but Sherwood said the sport is really about the thrill. He said a P-51 like Leeward's would cost about $2.5 million.

"You can't make any money racing airplanes. It's too expensive to buy and maintain them," Sherwood said. "You do it for the love of the sport."

Leeward, 74, was a veteran racer who flew in more than 120 events and served as a Hollywood stunt pilot for movies including "Amelia" and "The Tuskegee Airmen." He has been described as a passionate pilot, a stickler for safety and an aggressive competitor.

In the June podcast, he chided a competitor to come take him on.

"I've got a standing $10,000 offer ... if he would come back, get in the airplane and fly it in the race. I'll pay him $10,000 cash on the table before he takes off just to get him in that race because when I beat that airplane, I want him in that seat," Leeward said.

Leeward's plane had a minor crash at the air races almost exactly 41 years ago. According to two websites that track P-51s that are still flying, it made a belly landing away from the Reno airport. The NTSB report on the Sept. 18, 1970, incident says the engine failed and the plane crash-landed short of the runway.

The future of the races is unclear. Joraanstad, the injured spectator, said he doesn't want to see the races end "but when you see people go through that much pain and people die, I don't know if it's worth it.

ITF: Nadal can't blame Davis Cup for busy calendar (AP)

CORDOBA, Spain ? Rafael Nadal shouldn't blame the Davis Cup for the crowded tennis schedule after playing the event infrequently in recent years, the head of the International Tennis Federation said Saturday.

Nadal was again critical of the busy schedule Friday after winning the first match in Spain's 2-0 Davis Cup semifinal lead over France. It came four days after he lost the U.S. Open final in New York to Novak Djokovic. Asked if players could strike over the convoluted calendar, Nadal did not rule out "strong action."

But ITF president Francesco Ricci said Nadal's argument was "inconsistent."

"Nadal has all the right to feel tired after playing 70 matches this year, but that's not the fault of the Davis Cup, which he has played only three times in the past two years," Ricci said at Cordoba's bullring.

Nadal helped Spain lift the Davis Cup trophy in 2009.

"Nadal says we don't listen to the players but the date of the Davis Cup was changed against the wishes of the ITF and its president," Ricci said. "We still feel the dates, especially those in September, are not right."

Nadal was among a group of top players ? including Roger Federer ? which lobbied the ITF to move Davis Cup dates to the week after Wimbledon and the U.S. Open in 2009.

Nadal said organizers only cared about money and not the players' health in remarks Friday. Talk has emerged about making the Davis Cup a biannual tournament, but Ricci said was "nonnegotiable."

"Playing Davis Cup can't just be about money, you also have to give something back to the sport," Ricci said.

Skeptical Dems get W.H. jobs pitch (Politico)

Top White House advisers took their sales pitch of President Barack Obama?s jobs plan to a skeptical audience Thursday afternoon: Senate Democrats, many of whom have already been openly critical of the $447 billion plan.

White House senior adviser David Plouffe and Gene Sperling, the director of the National Economic Council, spoke to Senate Democrats during a 90-minute private meeting, during which they showed polls and focus-group results that showed the public?s backing for Obama?s jobs plan.

Democrats on the Hill aren?t rushing to embrace the package, which the White House is desperately trying to sell both on the road and to congressional Democrats as an elixir for an ailing economy.

Several senators openly acknowledged that Democratic members had quibbles with the bill. Sen. Chuck Schumer (D-N.Y.), the Senate?s messaging chief, insisted to reporters that the meeting showed Democrats were ?unified? on Obama?s jobs plan, but added that there were ?lots of concerns,? which he refused to specify.

?It was informative and we?re on the same page and we?re on the same team,? Schumer told reporters. ?People brought up their concerns, which people always have.?

Senate Majority Whip Dick Durbin, struck an overall upbeat tone on the jobs bill but acknowledged ?controversy? on Obama?s proposals on how it would be paid for.

?Not surprisingly, the people who are from the oil-producing states are not wild about the elimination of oil subsidies,? Durbin told reporters. ?So you know, we?re not going to get 100 percent of our caucus.?

Several congressional Democrats in recent days have publicly criticized elements of the Obama?s American Jobs Act, whether it was how it was paid for, that it didn?t include enough infrastructure projects or that it contained a payroll tax cut that could drain funds from Social Security.

Republicans have seized on the criticism, pointing to the remarks as evidence that support on Capitol Hill of Obama?s jobs plan was widespread and crumbling.

But Senate Democrats sought to push back on that notion on Thursday.

?There?s a lot of support in our caucus,? added Sen. Debbie Stabenow (D-Mich.), who?s up for reelection in 2012. ?I wouldn?t say they were there to alleviate concerns; I would say they were there to explain it.?

Sperling and Plouffe both kept their remarks minimal after emerging from the meeting.

?We?re just focused on making sure we convince the American people that this is the right way to go to create jobs [and] convince as many Democrats here as we can,? Plouffe said. ?And I think the vast majority of them are excited about doing it.?

US losing its competitive edge due to high costs of higher education: OECD

The lack of financial assistance to offset rising costs of US universities is a major reason, according to the Organization for Economic Cooperation and Development (OECD).

The US is losing its competitive edge over other countries when it comes to the percentage of the population with higher education degrees, and much of that has to do with the rising cost of a university education, according to the Organization for Economic Cooperation and Development (OECD).

The rate of enrollment of US students in higher education is now lower than most other OECD countries, said Andreas Schleicher, the head of indicators and analysis at the OECD, in a briefing with reporters Monday. The rising costs of the American education system and the lack of financial assistance to offset the increase are major factors.

"Many industrialized countries have moved beyond the US. A decade before, we were the benchmark of success," Mr. Schleicher said.

While the US still boasts the largest percentage of people with college degrees (26 percent), the rate at which other countries are catching up is evident once the population is broken down into age cohorts, as shown in the OECD's 2011 "Education at a Glance" report, released Monday.

The most stark indicator comes from an examination of two age brackets: 25-34 and 55-64. Among industrialized countries, one-third of people with higher education between the ages of 55 and 64 hail from the United States. In the 25-34 age cohort, that percentage drops to one out of every five people.

The number of countries from which the growing pool of highly educated people draws from is also expanding, Schleicher said. Twelve percent of college graduates come from China, but that jumps to 18 percent when looking at the 25-34 bracket.

"If you look across age groups, the US is quite alone in that young people are not better educated than people in the labor market," he said.

Low public spending on education

The US has the highest tuition costs among the OECD members, but its public spending on higher education is on par with that of many countries with lower tuition.

The US is one of four countries highlighted that did not increase its spending per student at all from 2000 to 2008. Meanwhile, eight countries ? including emerging economic powers South Korea and Mexico ? expanded their spending by 50 percent or more, according to the report.

US still No. 1 on quality

However, the US was out so far ahead that it still remains a very attractive country for foreign students, Schleicher said. The high rate of employment for US college graduates ? right now low for the US, but still higher than many other industrialized countries ? shows that educational quality is still strong.

Whether a quality education is affordable varies based on countries' loan and grant programs.

"When you have high levels of tuition, you need to ensure that students have really good access to public loans," Schleicher said, describing access in the US as only "reasonable."

In the US, loans are expected to be paid back in full, regardless of a graduate's employment status, but in some countries, college graduates only pay their loans back when they begin earning taxable income of a certain amount.

In those countries, students are more likely to pursue higher education, because they will not be burdened with debt unless they gain employment and the ability to pay those loans back, according to Schleicher.

Japan and South Korea also have high tuition costs and low levels of public-sector financial support, but education is so valued there that people put money aside for years in order to afford costly education, rather than giving it up, Schleicher said.
