We stayed at the farm of Phyllis and Ewan Armstrong, Maclean?s readers who wrote and offered us a meal, and their property straddles the current Trans-Canada between Wapella and Whitewood. Previous to its construction in the 1950s, the two-lane gravel road lay parallel, just to the north of the highway, and previous to that, in Gomery?s ?20s, the clay road ran parallel to the south through what is now their back yard.

The next morning, Ewan took us four miles north to a track through a field that marks the route of the old Ellis Trail, laid out in the late 19th century as the road across the prairie. There?s only a placard there now to tell anyone that it ever existed and we found it dug up and bent by vandals. The trail is historic and protected but local farmers want it redesignated as regular agricultural land, so they can plow it in and make use of it as part of their fields. Life goes on.

SOMETHING DIFFERENT ? (MOOSE JAW) It?s on a lot of bucket lists, and with my 50th birthday approaching rapidly, jumping out of an airplane just seemed like a good thing to do. And if I could do it beside the Trans-Canada, out on the limitless prairie, then all the better.

(AP) ? A lanky, long-haired man wearing a baseball cap and plaid shorts with a fake Michigan driver's license carried out a deadly suicide attack on a bus full of Israeli vacationers, Bulgarian officials said Thursday.

Israel stuck by its claim that the attack was carried out by Iranian-backed Hezbollah, a Lebanese guerrilla group, and threatened retaliation. Seven people ? five Israelis, the Bulgarian driver and the bomber ? died in the blast Wednesday.

No group claimed responsibility for the attack. But Israel has attributed a series of attacks on its citizens around the world in recent months to Iran, threatening to escalate a shadow war between the two arch-enemies.

The attack occurred shortly after the Israelis boarded a bus outside the airport in the Black Sea resort town of Burgas, a popular destination for Israeli tourists ? particularly for high school graduates before they are drafted into military service ? about 400 kilometers (250 miles) east of the capital, Sofia.

Bulgarian television aired security camera footage Thursday showing the suspected bomber wandering in and out of the terminal shortly before the blast. He was dressed as a tourist himself, wearing a baseball cap, T-shirt, plaid shorts and sneakers with short white socks. He carried a large backpack with wheels, as well as a smaller bag.

Interior Minister Tsvetan Tsvetanov said the bomber was believed to have been about 36 years old and had been in the country between four and seven days.

"We cannot exclude the possibility that he had logistical support on Bulgarian territory," the minister said.

Officials were using DNA samples to try to establish his identity. Bulgarian Prime Minister Boiko Borisov told reporters that a Michigan driver's license was retrieved, but he said U.S. officials reported that "there was no such person in their database." Michigan is home to one of the largest Arab communities in the United States.

The Israelis had just arrived on a charter flight from Tel Aviv carrying 154 people, including eight children. Some of them told Israeli television that they were just boarding the white bus in the airport parking lot for a ride to their hotel when the blast occurred.

Officials reported overnight that an eighth person had died, but later said that was incorrect.

Israel's military said a military plane carrying 33 Israelis injured in the bombing arrived Thursday in Israeli. At least two critically injured Israelis were sent to Sofia for treatment, according to the head of the Israeli military medical corps, Brig. Gen. Itzik Kreis.

A Bulgarian government plane will fly home 100 other Israelis who were not wounded but who want to cut short their vacation.

Bulgarian authorities Thursday dispatched 200 police to hotels where about 1,000 Israelis were staying just north of Burgas. A representative of the Ortanna tour company said about 10,000 Israelis had booked vacations in Bulgaria through the firm this summer and about half had canceled after the attack.

Israel blamed Iran and its Hezbollah proxies for the attack, saying they are waging a campaign against Israeli targets everywhere.

"All signs point to Iran," Israeli Prime Minister Benjamin Netanyahu said. "This is an Iranian terror attack that is spreading across the world. Israel will react forcefully to Iran's terror."

"The direct executors are Hezbollah," added Israeli Defense Minister Ehud Barak. "Israel will do all it can to find those responsible and punish them, both those who carried it out directly and those who dispatched them."

Iran's state TV called Israel's claims "ridiculous" and "sensational."

In Berlin, German Foreign Minister Guido Westerwelle urged the Israelis to show restraint until "the real perpetrators and backers" are found.

While Iran denied involvement in Wednesday's attack, it routinely makes accusations against Israel that feed speculation that it could support attacks on Israeli targets. Iran claims Israel's Mossad spy agency has been behind the slayings of at least five nuclear scientists since 2010, as well as other clandestine operations such as planting powerful computer viruses.

In April, computer malware known as Flame infiltrated key government networks in Iran and forced a temporary shutdown of Internet links at the Oil Ministry and a key oil shipment facility. In the most recent targeted killing of an Iranian scientist, a director of the country's main uranium enrichment facility was killed in January when a magnetic bomb attached to his car exploded in Tehran.

Israel has not directly replied to the Iranian charges. But Israeli leaders have repeatedly said that "all options are on the table" in trying to disrupt Iran's nuclear program ? a phrase that is widely interpreted as meaning the possibility of a military strike and other measures that could include cyberwarfare.

In Washington, the Obama administration condemned the blast "in the strongest possible terms." White House press secretary Jay Carney said U.S. "commitment to Israel's security remains unshakeable."

Israel dispatched a military medical and relief team to Bulgaria, a European Union nation of 7.3 million that borders Greece and Turkey.

Bulgaria's government resisted Nazi demands to deport Jews to death camps in World War II. Many of them migrated to Israel when the Communists seized power after the war. Since the fall of Communism, Bulgaria and Israel have maintained friendly ties.

The Burgas airport was closed and traffic redirected. In Sofia, the capital, Mayor Yordanka Fandakova ordered a stronger police presence at all public places linked to the Jewish community. Some 5,000 Jews live in Bulgaria, most in Sofia.

LOS ANGELES (AP) - Roy Halladay pitched five effective innings in his first start off the disabled list, Hunter Pence hit a go-ahead, two-out single in the eighth inning and the Philadelphia Phillies beat the Los Angeles Dodgers 3-2 Tuesday night for their fourth straight victory.

The Phillies loaded the bases in the eighth when Ronald Belisario (3-1) walked Chase Utley with two outs, then hit Ryan Howard on the foot with a 1-2 pitch and plunked Carlos Ruiz on a full count. Pence greeted Kenley Jansen with a sharp single to center, scoring Utley and pinch-runner John Mayberry Jr. and giving him a team-high 55 RBIs.

It was Jansen's first appearance since he was on the mound when San Diego's Everth Cabrera stole home for the tying run in the Dodgers' 7-6 loss on Saturday night. Jansen has five blown saves in 21 opportunities.

Halladay threw 80 pitches, allowing two runs and five hits with six strikeouts and no walks. The 35-year-old right-hander hadn't pitched for the Phillies since May 27 at St. Louis, when he faced 11 batters over two innings and gave up a grand slam to Yadier Molina during his 8-3 loss. He was diagnosed with a latissimus dorsi strain and missed 42 games.

Kyle Kendrick (3-8) got the victory, allowing two hits in 1 2-3 scoreless innings. Jonathan Papelbon, the sixth Phillies pitcher, worked a perfect ninth for his 21st save in 23 chances.

Stephen Fife pitched six sharp innings in his major league debut for the Dodgers. The bespectacled 25-year-old right-hander yielded a run and four hits, walked three and struck out one while throwing 90 pitches. He was promoted from Triple-A Albuquerque when Chad Billingsley went on the disabled list, retroactive to July 8, because of inflammation in his right elbow.

The Dodgers acquired Fife from Boston in a three-team trade that sent switch-hitting outfielder Trayvon Robinson to Seattle at the non-waiver trade deadline last year. He was 7-5 with a 4.53 ERA in 18 starts with Albuquerque.

The Dodgers were clinging to a 2-1 lead in the sixth when Howard drew a one-out walk, advanced on a wild pitch and tried to score on a line-drive single by Pence. But Kemp made a one-hop throw to A.J. Ellis, who stretched to his left to get the ball and made a lunging tag on Howard as he slid in head-first.

Kemp got another assist in the eighth, erasing Ruiz at third base for the third out after coming up throwing on Pence's clutch hit. But it wasn't enough to prevent the Dodgers' fourth straight loss and 19th in their last 25 games.

The first two batters Halladay faced, Bobby Abreu and Mark Ellis, were called out on strikes by umpire Wally Bell. Abreu tossed his bat away after a 3-2 pitch and headed to first base, thinking he had walked. Ellis also had a few words for Bell before going back to the dugout. But the Dodgers opened the second inning with four straight hits and took a 2-1 lead with RBI singles by James Loney and Luis Cruz.

Jimmy Rollins opened the game with a double on Fife's second pitch and scored on Utley's groundout.

NOTES: The Phillies freed up a roster spot for Halladay by optioning RHP Brian Sanches to Triple-A Lehigh Valley. Sanches allowed seven runs, 12 hits and four homers over 6 1-3 innings in his six relief appearances. In addition, all four of his inherited baserunners scored. ... ?I think I?m ready to take that step,? said Noesen, who recently took part in his second Senators summer development camp. ?I?ve had a good summer so far training wise. The main thing they wanted me to do was get stronger and I think I have so far. Skating wise, I feel like I?m getting better and better each day I go on the ice.?

And let it not be said that Noesen doesn?t know how to respond to a challenge. Stung when he was cut by USA Hockey during its final selection camp for the 2012 world juniors, he spent the remainder of the season showing what that squad missed by not having him in Alberta for the tournament.

The Americans went into the WJC as one of the pre-tourney favourites but went home empty-handed, with Sweden, Russia and Canada claiming the medals.

By season?s end, Noesen had surpassed his draft year totals (34-43-77) and did it in five less games.

?I was very angry,? Noesen said of the world junior snub. ?It really fired me up and basically made me want to prove them wrong. That?s what I tried to do (the rest of the season) ? I wanted to show that my kind of style can put the puck in the net, can make plays and can do all the things they don?t think I can do, I guess you could say.

?It was their choice, their decision ? I respect it and all, but I just wish I could have been there to help the team.?

But while Noesen sat at home during the WJC, he did take one major career step. He signed a three-year entry level contract on Dec. 29 with the Senators, who knew of his feelings about Team USA?s cut and liked his response to it.

?Stef Noesen told his coach in Plymouth that he wasn?t upset,? Senators assistant general manager Tim Murray said at the time. ?He certainly was upset, but in the right way, and he was going to use it as a motivator to make him the best he could ? He?s been on fire (since then).?

Noesen, who has yet to represent his country internationally, will get one more chance this year ? he?s been invited to USA Hockey?s summer camp in Lake Placid, N.Y., next month, and hopes to wear the stars and stripes at the 2013 WJC in Ufa, Russia. But clearly, he has bigger goals in mind right here in North America.

?I don?t see it as pressure, I see it as an opportunity,? Noesen said of Sens camp in September. ?I thrive on pressure as well, so if that?s considered pressure, that?s a good kind of pressure ? There is pressure to make the team but at the same time, if I don?t, I can go back to Plymouth and put up numbers this year and help our team win.?

Glen Browder: The Strange New Southern Politics: Court-Approved Biracial Accommodation

In previous posts, I presented the South's new racial system as a "halfway house of racialized politics," or "biracial accommodation." The new black-white order is a curious concoction of relations reflecting a midway transition from the perverse Old South to the long-mythologized New South. And, strangely, public life in this halfway house has been embraced by politicians of both races and even the federal judiciary.

Perhaps the best way to convey and illustrate the South's sense of accommodated progress is to examine the formal court settlement decree -- in Knight v. Alabama (2006) -- addressing historical racial discrimination in Alabama's higher education system.

Case Study in Biracial Compromise

Alabama, like many Southern states, has settled with African American litigants through an extensive action plan; it is attempting to correct its discriminatory past by pursuing a variety of commitments to "prepare all its students for productive lives in the twenty-first century." The agreement -- signed by black plaintiffs and the public universities and accepted by the federal courts -- entails significant efforts to eliminate vestiges of de jure racism in funding, faculty, staff, student recruitment, and other programs through remedial endeavors.

While Knight v. Alabama (2006) targeted discriminatory vestiges at mainly white universities such as Alabama and Auburn, the outcome actually okayed a dualistic system of black and white higher education. Left legally intact was a network of traditionally black schools such as Alabama State University, which was created in 1867 as the state's minority teachers college.

In the final judgment, African American plaintiffs endorsed the state's good faith efforts; and the court effectively announced full compliance with the law:

By entering into this Agreement, the Plaintiffs acknowledge that the defendant University has satisfied this legal burden to warrant termination of this Decree with respect to defendant University. The parties agree that good faith efforts to enhance diversity should continue, and that continued progress does not depend on continued federal court supervision. The defendant University pledges to continue to make good faith efforts to further the progress that has been achieved over the course of this litigation in redressing historical discrimination in higher education against African-American citizens of this state, and reaffirms its good faith commitment to operate in a constitutional and non-discriminatory fashion.

Furthermore, neither side seemed interested in pressing the matter any further, agreeing that:

. . . there are no continuing policies or practices of defendant University, or remnants, traceable to de jure segregation, with present discriminatory effects which can be eliminated, altered or replaced with educational sound, feasible and practical alternative or remedial measures.

The important outcome, of course, is that Alabama higher education is now striving for openness and diversity; and much progress has been made in remedial funding for minority programs and black institutions.

But at the same time Alabama continues to accommodate, in effect, predominantly white colleges and predominantly black schools. In a state that is about three-fourths white and one-fourth black, the major public institutions are disproportionately one way or the other. Today, for example, the University of Alabama is about 80 percent white and Auburn University is about 90 percent white; Alabama State University and Alabama A&M University have similarly high percentages of black students--both in the 90 percent range--on their campuses. And there are few complaints.

The current situation seems to be a mutual compromise for achieving racial progress while accommodating traditional institutions, preferences and ways of the black and white communities. The parties involved have struck an anachronistic bargain incorporating "freedom of choice" into an education system previously separate and now trying to be fair and equal -- from a distinctly regional, historical and cultural perspective.

Some look at such developments and shake their heads. James Hood, who integrated the University of Alabama with Vivian Malone Jones in the 1960s, expressed disappointment upon returning to the campus for the fortieth anniversary of that event and seeing students of different races eating in different areas of a campus cafeteria:

I realized that segregation was still there, but now it was self-imposed -- and I wondered what the struggle was all about. Looking 50 years after Brown we have to ask, have we done all that we can do to further our objective, and have we made a demand that there be an inclusive agenda? And the answer to both is no.

But many -- including the federal judiciary, black leaders and several other Southern states -- consider such arrangements as acceptable progress, or at least realistic necessity, in this region. Courts have declared similar settlements in Louisiana (1994), Tennessee (2001), and Mississippi (2004).

Functional Accommodation of the Past and Present

Thus a new version of race relations seems to have taken hold in Southern political life.

Admittedly, not all Southern public officials practice the politics described in this series. Some -- particularly conservatives -- are disinclined toward "progressive" endeavors; others -- whether by principle or personality -- simply refuse to play the new game of racial politics. And in some areas, it's not necessary or possible to practice such biracial accommodation.

However, I suspect that most contemporary Southern politicians similarly pursue conventional objectives and racial progress, in measured, practical manner, while striving to preserve certain valued aspects of their past and present. To them, this is a functional adjustment of the Southern way of life, without perverse contortions of the past.

Transitional or Transformational?

This is indeed a strange new Southern politics. Call it what you may -- clearly unflattering terms like "separate but equal" and "racial feudalism" readily come to mind. But the South now practices a new political order reflecting its history of bilateral cultures, collateral institutions and practical progress.

Cynics can snicker; but the changed order is better than anything practiced in the past in this part of the country. And maybe the changing order is more than a transition from the past; let's hope it is transformational to a better future for the South and America.

Armed gang rapes women, beats and robs Mexican church group


An armed gang raped seven young women in a brutal attack on a youth camp just outside Mexico City, state prosecutors said on Saturday.

Over several hours on Friday, the gang of about a dozen people beat, abused and robbed youngsters at the retreat located in a park in the State of Mexico just southeast of the capital, the local attorney general?s office said in a statement.

About 90 youths were camped out there and local media said the victims belonged to a church group.

Mexican daily Reforma said the gang raped seven young women before leaving in two stolen vehicles. The attorney general?s office in the state said it had witness descriptions of the attackers.

Mexico?s most populous state, the State of Mexico was ruled by President-elect Enrique Pena Nieto between 2005-2011. Human rights groups complain the state has one of the worst records in the country on violence against women.

In a report published on Wednesday, Amnesty International singled out the state for abuses against women, and said Mexican police solve only one in every 21 rapes.
